Policy Purpose
This policy sets out CSCU’s uniform and job-related training requirements, the employees to whom the training applies, and the responsibilities of those involved.
Policy Definitions
CSCU: Collectively, or singularly, any of the following institutions: Central Connecticut State University, Eastern Connecticut State University, Southern Connecticut State University, Western Connecticut State University, Connecticut State Community College, Charter Oak State College and the CSCU System Office.
Institutional Risk: Any situation that increases the potential for harm, damage, or injury to CSCU, its people, or CSCU’s pursuit of its mission and objectives. Such risks may include, but are not limited to, financial, physical, compliance/legal, and reputational.
Policy Owners: The institutional officer(s) and/or designee(s) responsible for authoring, implementing, maintaining and monitoring compliance with their respective policies.
State Mandated Training: Training that is required by Connecticut state law for employees of the State of Connecticut. Such training includes, but is not limited to, diversity training, sexual harassment prevention, etc.

General Provisions
CSCU recognizes that a well-trained workforce is key to ensuring employees are effective, responsible, ethical, and in compliance with federal/state laws, regulations and other relevant policies and procedures when carrying out their duties. The goal of training is to ensure the sound stewardship of public resources while reducing institutional risk.
CSCU shall provide training in accordance with the following provisions:
- Training will include:
- Uniform Training for New Employees;
- Recurring Training for Existing Employees; and
- Specialized Training for Job Responsibilities.
- Each CSCU institution is authorized to mandate additional training for their employees.
- Guidelines to operationalize this policy may be adopted at the system level and/or the institutional level. All guidelines must be consistent with any relevant policies and procedures.
Training for New Employees
New hires are required to complete new employee training within six months of their appointment date. CSCU institutions will determine mandatory training that will be required for their new employees, which will include, but not limited be limited to:
- Diversity Training (3 hours) - mandatory for employees who work more than 20 hours per week
- Sexual Harassment Prevention Training (2 hours) - mandatory for all employees
- Domestic Violence and Legal Protections Training (1 hour) - mandatory for all employees
- Workplace Violence Prevention - mandatory for full-time employees
- Title IX
- Ethics
- FERPA
CSCU new hires who have transferred from a prior state agency who have fulfilled the state mandated training requirements at their former agency may complete an attestation verifying compliance with these requirements or a copy of the certificate of completion that satisfies the training requirements pursuant to statute, as required by the CSCU institution.
Recurring Training for Employees
To ensure all employees maintain compliance with applicable policies, laws and regulations, all employees are required to complete renewal training as assigned by CSCU. Examples of training include Information Technology Information Security, ethics compliance, records management and data protection, and other required training as determined by the needs of the employees’ department, program or institution.
Additional or Specialized Training
To ensure all employees have the necessary knowledge and skills to fulfill the duties of their position, institutions, departments or supervisors may identify and assign additional training specific to their department or organizational needs to mitigate risk or address new laws or changes in regulations. Examples of training include business functions, compliance practices, institutional financial procedures, skills-based training, safety protocols, software proficiency, and other job specific training as assigned.
Responsibilities
The responsibility for implementing this policy is as follows:
- Policy Owners: Policy Owners are responsible for assigning training and for monitoring compliance with this policy.
- Supervisors: Supervisors are responsible for identifying job-related training and ensuring employees are appropriately trained to perform the functions of their positions.
- Employees: Employees are responsible for participating in the assigned training and engaging with their supervisors regarding the assignment of additional training as needed.
Training Format
Each institution may determine the most effective training method to fulfill the requirements outlined in this proposal. Training may occur via online modules, workshops, on-the-job training, or a blended approach.
Accommodation
CSCU will provide reasonable accommodation to individuals with disabilities to ensure equal access to required training. Employees who require accommodation to complete the assigned training may contact their institution’s Department of Human Resources.
Employees on Approved Leave
CSCU will provide training to employees pursuant to the applicable Connecticut General Statutes. Employees on approved paid or unpaid leave will be required to complete the training in a reasonable amount of time upon their return to work.
Attestation
Upon completion of any required training, employees may be required to attest that they have completed the training, understand the content and resources provided, as well as the potential disciplinary actions or sanctions that may result from any incidents of non-compliance with CSCU policies and applicable laws and regulations.
Monitoring
Each institution’s Office of Compliance or Human Resources Department will periodically review reports in the Learning Management System to monitor compliance with the mandatory training requirements outlined in this policy.
Supervisors will monitor job related training to ensure compliance with this policy.
Enforcement
Failure to complete the assigned compliance training by the established deadline may result in appropriate disciplinary measures in accordance with CSCU policies and procedures. Management, in consultation with the Department of Human Resources and in accordance with collective bargaining agreements, will be responsible for issuing appropriate disciplinary action for non-compliance.
