Position Summary:

Responsible for the management of a system-wide payroll function operating under a shared-services model supporting all participating higher education institutions in the CSCU system. Assists in ongoing improvement plans for shared service payroll, use of the payroll self-reporting platform, coordination with Human Resources to maintain clean and consistent on-line personnel/payroll records. Also provides input in the alignment of payroll processes and procedures with HR policy and supervises and trains staff to manage all applicable functions.

Minimum Qualifications:

Bachelor’s degree in accounting, financial management, business administration or a relevant business or public administration concentration. Six (6) years of experience in payroll administration, including development and implementation of effective computerized payroll, fiscal and administrative systems. Two (2) years of direct supervisory experience, preferably in payroll.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following: 

  • Experience in a self-service time reporting environment; new implementation preferred.
  • Experience with Core CT (PeopleSoft) or similar HR platform.
  • Ability to prepare and interpret analytical reports using tools such as the Microsoft Office Suite and other PC based reporting packages.

  • Maintains significant knowledge of the Payroll function, ensuring that all federal, state and system Payroll policies and regulations are observed. Ensures that system processes are robust, accurate, and produce timely paychecks to employees and report to management, appropriate authorities, and other system functions that are reliant on data.
  • Assists in establishing and maintaining a shared service payroll organization for the system, designed to be efficient, cost-effective, and accurate. Responsible for meeting the service levels specified in a service level agreement between the CSCU System Office and the participating higher education institutions.
  • Develops Payroll training programs for employees throughout the system, including role out strategy, communication plan, onsite/offsite trainings, training documents and continuous training options as required.
  • Manages all Customer Service aspects for Payroll.
  • In collaboration with the Director of Payroll and HR Data Operations, assists in oversight and preparation of all payroll audits.
  • Manages and ensures all payroll related functions are done accurately and consistently within all applicable procedures and policies.
  • Serves as liaison between the CSCU, the Office of the Attorney General, IRS, the Department of Administrative Services, the Office of the State Comptroller, and other state agencies, as required of the position.
  • Provides timely and accurate information regarding payroll to the VP of HR Strategy, CSCU Chief Financial Officer, Budget Director, and Comptroller, as necessary for system operations.

The Senior ISPA reports to the CISO, is a member of the Information Security Program Office team and serves a key role in CSCU information security program governance, working closely with campus communities to develop, implement, and report on campus information security programs.

Campus Information Security Program

  • Coordinates with campus leadership in the development, implementation, documentation, and management of campus specific information security programs consistent with CSCU information security program requirements.
  • Provide guidance to campus leadership on campus information security program compliance with CSCU program requirements.
  • Collect and maintain all campus information security program data needed to meet CSCU information security program reporting.
  • Provide campus information security program reporting metrics to campus leadership and the CISO.

Risk Management

  • Support campus information system owners, data owners, and staff in completing security responsibilities associated with system security plans.

Under the direction of the Director of Labor Relations, the Manager of Labor Relations is responsible for effective performance in these essential duties:

  • Responsible for contract and grievance administration; advises colleges with respect to unclassified and classified employee issues; serves as CSCU President’s designee for System Office Step II classified grievances; represents colleges at Step III unclassified grievance meetings; serves as CSCU President’s designee for unclassified grievances at the System level and conducts grievance meetings with union officials, issues written finding or drafts settlement agreements and/or MOA’s to settle grievance. May participate and assist in the presentation of cases at arbitration or other administrative bodies.
  • Provides leadership, direction and guidance to CEO’s, Deans, CSCU Directors of HR Shared Services, Regional HR Managers, HR Generalists, and supervisors with respect to employee grievances and problems and general employee relations including but not limited to FMLA/ADA/Workers’ Compensation, and employee corrective action. Acts as a liaison between employees and managers to solve problems. Partners with other HR staff in Shared Services to appropriately deliver solutions to labor relations needs. Ensures consistency of policies and procedures and uniform interpretation and administration of agreements; and ensures compliance with applicable state and federal laws; regulations, policies and procedures.   • Assists in the investigation of employee complaints and issues; assigns, directs, reviews investigations performed by assigned staff and determines appropriate action in collaboration with CSCU campus leaders.
  • Serves as Liaison with Office of Labor Relations, Department of Administrative Services and other state agencies, as well as outside legal counsel, as appropriate, on questions related to labor relations compliance.
  • Provides research and support for contract administration and negotiations; may play a lead role in System-wide negotiations, gathers and analyzes data needed for negotiations with unclassified employee unions and for other labor relations functions; solicits changes and may make recommendations regarding classified contracts in connection with Statewide contract negotiations.
  • Conducts research into pertinent labor relations issues to develop negotiation positions and strategies; directly negotiate settlements with union leadership to bring resolution to complex issues; reviews cost and impact analyses of union proposals; analyzes impact of non-economic proposals; and develops settlement agreements/MOA’s.
  • Establishes and maintains a system-wide grievance and investigatory tracking database; analyzes complex workplace situations and issues and leverage solutions; triages crisis situations and recommends appropriate action in conjunction with appointing authority; and advises executives, administrators, managers and supervisors on collective bargaining agreements and other employee relation issues; and communicates with bargaining unit representatives and other interested parties to ensure cooperative relationships.
  • Ensures consistent application of the CBA’s and that any management actions, settlements and/or MOA’s are reviewed in light of risk across the system. Escalates any issues that drive risk to the broader system due to desired agreements or actions of a single campus manager or executive.

Position Summary:

Reporting to the Social Work Program Director, the Social Work Adjunct Faculty member is responsible for teaching the content of the classes and facilitating learning.

Teaches classes in the Social Work Department. Connects at-risk students with appropriate supportive services at COSC to address barriers to academic achievement, such as the Student Accessibility Services Office, campus tutoring, and the Counseling Center.

Submits student progress reports, midterm grades, attendance reports, and final grades on time. Collects and reports data required for the Social Work Department Assessment and Strategic Plan. Attends required/mandatory college, and departmental meetings and trainings. Performs other job-related duties as required.

The Adjunct Instructor should have knowledge and skills related to generalist social work practice. The Adjunct Instructor will function as an important part of the Social Work Program, through delivery of a set curriculum, identifying at-risk students and campus resources to address barriers to student success, and exercising compliance with college, and departmental policies.

The Adjunct Instructor must have excellent communication and documentation skills, as well as possess expertise in the practice level or area related to courses taught. Courses will be assigned based in experience.  It is expected that the Adjunct Instructor possess cultural awareness, and ability to work with culturally diverse faculty and students. Must be comfortable using email and learning platforms, such as Blackboard, as well as operating computers.  Must have reliable technology and access to high-speed internet.

Minimum Qualifications:

Master’s in Social Work (MSW) from a regionally accredited institution and CSWE Accredited Program; or master degree related field.

Position Summary:

The Campus Dean of Students and Faculty is responsible for managing day-to-day operation of the academic and student services functions of the campus, in close collaboration with all of the CT State Community College Associate Vice-Presidents for each academic and student services functional area. The Campus Dean of Students and Faculty, through collaborative work with CT state Community College administration, ensures that all classes and campus services are operating effectively and develops strong collaborative relationships with all faculty and staff at the campus. By working closely with the Associate Dean for Campus Operations, they shall jointly ensure that students are able to access all academic buildings and services necessary to support student success at the campus.

The Campus Dean will also oversee and manage the following campus functions:

  • All student conduct matters, supervising the campus conduct officer.
  • Campus Title IX matters involving students, supervising the Title IX Deputy Officer for the campus
  • Convene and coordinate the campus Behavioral Interventions and facilitate all initial investigations in conjunction with the college central administrative designee.
  • Convene and coordinate the campus Sexual Assault Response Team (SART), Campus Response Team (CRT) and facilitate all initial investigations in conjunction with the college central administrative designee.
  • Lead the process for individuals on the SOR (Sex Offender Registry) seeking to attend classes at their campus (or virtually) for the first time and compliance of existing students seeking to continue their academic studies on campus (or virtually).

The Campus Dean will collaborate with central administrative staff to ensure that the needs of the students on the campus are met for the following functions:

  • Responding to student issues with instructors, including but not limited to course/college policies, conduct, grade appeals etc., in collaboration with the relevant academic unit leadership.

Position Summary:

Within the academic area of the college, performs the duties of a part-time faculty member. Including developing course compendia and reading lists and participating in departmental responsibilities in the selection of textbooks and related teaching resources; maintaining at least one (1) regularly scheduled office hour per week per three (3) contact/credit hours or any part thereof for the purpose of student-faculty contact as it relates to classroom/laboratory instruction; meeting with students for the purpose of academic advisement and maintaining accurate student records. Incumbents can teach a total of up to 8 credits per semester within the CC system.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. Experience with reflective, interactive, culturally responsive pedagogical teaching techniques. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:

Master's degree or equivalent in subject matter.

Preferred Qualifications:

  • One (1) or more years’ teaching-related college-level courses (24+ credits).
  • Familiarity with the community college experience as a student, or staff.
  • Experience incorporating technology to enhance the learning environment, e.g., Blackboard, online instruction or other modalities/software.

Additional qualifications may be requested, as relevant to the academic department.

Example of Job Duties:

Under the supervision of the Dean or designee, the Adjunct shall teach their assigned course(s) in accordance with approved course descriptions and class schedules, perform other related responsibilities, be available at reasonable times to confer with students outside of class, and maintain accurate student records. Each semester shall be for a maximum of sixteen (16) weeks and shall include eighty (80) scheduled days of instruction and evaluation. Incumbents can teach a total of up to 8 credits per semester within the CSCC system.

Starting Salary:

$1,906 per contact/credit hour ($5,718 for a 3-credit course).
