Policy Purpose
The purpose of this policy is to establish executive residency requirements consistent with Public Act No. 25-71.
Policy Definitions
Executive Position: A senior leadership role within the CSCU system that typically involves strategic decision-making, leadership responsibilities, and oversight of departments or business functions, as determined by the Chancellor or President of the respective institution. At a minimum, all positions with a Management/Confidential classification of Executive 1 or higher are considered Executive Positions.
Institution President: The chief executive of Central Connecticut State University, Charter Oak State College, CT State Community College, Eastern Connecticut State University, Southern Connecticut State University, or Western Connecticut State University.
Primary Campus or Office Location: The CSCU campus or administrative building where the employee is principally assigned to work.
Evidence of Residency: Documents indicating residency, e.g., utility bills, lease agreements, state issued ID cards.
Residency: The place where an individual maintains their primary home and intends to return when absent.

CSCU Chancellor and Institution Presidents, Connecticut State Residency Requirements
Any person serving as the CSCU Chancellor or an Institution President shall be a resident of Connecticut on the date of appointment to such title or establish Connecticut residency within ninety days after the date of appointment. The CSCU Chancellor and Institution Presidents must maintain Connecticut residency for the duration of their appointments. Any employment contract for the CSCU Chancellor position signed after July 1, 2025 must contain residency provisions consistent with this policy.
Executive Positions Residency Requirements
Any person serving in an Executive Position in the CSCU system shall establish Connecticut residency on the date of appointment to an Executive Position or establish Connecticut residency within ninety (90) days after the date of appointment. Alternatively, employees in Executive Positions may satisfy residency requirements by residing within seventy-five (75) miles of their Primary Campus or Office Location on the date of appointment to an Executive Position or by establishing such residency within ninety (90) days after the date of appointment. Individuals in Executive Positions must maintain residency consistent with this provision for the duration of the appointment.
Interim Appointments
Interim appointments, except for those filled by non-employees, i.e., contractors, exceeding twelve (12) months in length, are subject to the residency requirements outlined in this policy.
Enforcement
Within six months of the adoption of this policy, all current employees subject to this policy must submit a residency attestation to the CSCU Chancellor, or designee. For employees hired after the adoption of this policy, employees subject to this policy must submit such attestation within six (6) months of the employee’s start date.
Upon request by the Board of Regents, CSCU Chancellor, Institution President, CSCU Chief Compliance Officer, or their designees, employees subject to this policy must attest to meeting the residency requirements outlined in this policy and provide sufficient Evidence of Residency to confirm compliance.
Failure to obtain and maintain residency consistent with this policy will result in separation from employment with the CSCU system.
