The Office of Policy and Research (OPR) combines the more traditional institutional research role with higher education policy analysis and development to support Board’s responsibilities as Connecticut's higher education policy-making body for public higher education (CGS 10a-6). OPR has significant responsibility for providing transparency and accountability to internal and external stakeholders and advancing use of business intelligence across the organization. OPR also supports connections between BOR and major policy groups such as SHEEO, NASH, the National Governors Association, Complete College America, Jobs for the Future, and Achieving the Dream. The unit houses the state’s P20 Council Manager as well as the program manager for the Statewide Longitudinal Data System (P20-WIN – the Preschool through Twenty Workforce Information Network), and the Office provides primary support for the Board's Strategic Planning Committee.
