The vision of the Office of the Chancellor of the Connecticut State University System is that the System be recognized as an exemplary state university system advancing the educational needs of the citizens of Connecticut and the nation within a global society.

The vision of the Office of the Chancellor of the Connecticut State University System is that the System be recognized as an exemplary state university system advancing the educational needs of the citizens of Connecticut and the nation within a global society.

By serving as one of the primary economic engines of the State, the Connecticut State University System will assist in addressing the economic needs of the State of Connecticut.

To attain this vision, the Office of the Chancellor will work collaboratively with the four constituent universities comprising the Connecticut State University System, in accordance with the objectives of the Board of Trustees, to create student-centered learning environments, promote their distinct missions, and achieve their respective goals.

The mission of the Office of the Chancellor of the Connecticut State University System is to promote learning opportunities and academic programs of the highest quality. The Office strives, through the System universities, to stimulate the intellectual, economic, and social vitality of Connecticut through the preparation of lifelong learners whose civic responsibility, research, scholarship, and professional practice accrue to the benefit of the state, the nation, and the international community.

The Office of the Chancellor is committed to higher education that is transformative and knowledge-based, which provides diverse learning opportunities that respond to the economic, social and democratic needs of Connecticut, and which is geared to meeting the needs of individual students and a global society through scholarly inquiry that includes the innovative use of technology.

The Office of the Chancellor will

  • Support the Board of Trustees in achieving its vision for the Connecticut State University System by providing leadership to the System and its universities, anticipating, analyzing, and monitoring higher-education innovations, trends, and developments, and by planning strategically for the future of the Connecticut State University System.
  • Offer leadership and support to the four constituent universities and the Connecticut State University System Office in the implementation of policies established by the Board of Trustees.
  • Serve as the link between the Board of Trustees and the universities within the Connecticut State University System.
  • Advocate on behalf of the Connecticut State University System to all external agencies, the Governor, and the General Assembly to promote its budget requests as well as any other resources necessary to achieve the missions of the four universities and the System Office.
  • Promote open communication and collaboration among the universities and the Connecticut State University System Office. The Office will coordinate services and be proactive in policy-setting and problem-solving to enhance system-wide efficiency and cooperation.
  • Function as the steward of the resources of the Connecticut State University System by managing fiscal resources through appropriate policies and audit procedures, overseeing facilities maintenance, approving and reviewing programs, using technology to advance the Connecticut State University System mission and evaluating information on the performance of the Connecticut State University System Office and the four constituent universities.
  • Encourage collaboration with other agencies in the private and public sectors, in particular with K-12, the State Departments of Higher Education and Education, the independent and community colleges, and the University of Connecticut.
  • Implement the Connecticut State University System's vision, evaluate System achievements, and advocate for public higher education to external constituencies.
  • Connect the Connecticut State University System with business organizations, government agencies, nonprofit organizations, and communities to encourage and enable quality economic development in Connecticut by building on the State's already considerable intellectual capital and leveraging the assets of the Connecticut State University System through teaching, creative activity (including basic and applied research), public service, and continuing education for lifelong learning.

  • Data-based decision making; and
  • Strategic planning.
In pursuing this mission and these responsibilities, the Office of the Chancellor will model and develop practices and programs that adhere to the highest ethical and educational standards.

Persons working in the Connecticut State University System Office will work collaboratively with, and provide support to, persons employed at the four constituent universities and one another. From such synergy will emerge solutions to effectively address the myriad challenges that confront our state and society.
